You've got to check out this guy! Enver Izmailov from Uzbekistan.

He's not a looping-only artist per se but some of his work includes 
looping (in the above piece, looping comes in at 4:10). His looping 
technique may not be that sophisticated (if there's something like 
sophisticated and unsophisticated looping) but his guitar technique is 
simply stunning (and so is his stage gown).
