Because a certain number of people go out on events. The fact that more people get to hear about the event through the increased media coverage doesn't change the population's general habits of going out on events or staying home (for other private events, maybe?)

To me, with a background in sociological research and marketing theory, Rick's rapport says that his event, in its recent form and presentation, is already optimizing the public attendance quota.
