Have your _expression_ pedals gotten fatigued? They can move slightly just by stepping on the pedal vigorously and move the CC point , and they can be and are assigned differently for each preset button if memory serves me well which it probably doesn't :)  So I would assign then to volume and feedback for each preset to start with

Well, the manual does say its sending this CC so its not exactly unplanned leakage but I'm not finding where it determines what command its going to send.  Its different on every button although I did find the channel its working on.

I too had that issue with my FCB boards. In total I have used three
FCB's and they were all afflicted with random CC# leakage. I dealt
with it by filtering out all MIDI events that I had not assigned to a
specific function. But it could happen that a leaked CC happened to
match an assigned function, so I was always "playing in the frying
pan" so to say :-)   The final solution, when my third FCB broke, was
to buy a Gordius Little Giant instead. This board has not had any
problems like that and it has already saved me money as the FCB's all
break after almost exactly three years.
