Haven't heard the Radio Lab episode, but from the description it sounds like you're talking about William Basinski, "The Disintegration Loops". Beautiful and sublime; IIRC there are actually four complete albums (DL I-IV). "Disintegration Loops III" is one of my favorite "rainy Saturday morning with a cup of tea" disks.

Good choice, for both conceptual art and looping!
