This is just wild-ass-guessing but that time suggests that someone on the same power line is turning on something just when they are home.  Like... an electric heating system.  Do you or someone close have one of those heating system power saving timer things?  goes on at 3, off at 11. 

Just a thought.

This really suggests that the problem is an external electrical field that may not be coming from your wiring.

Do you have a battery-powered amp/speakers.  Do you hear the hum through them, too?

A Furman power conditioner will filter out noise that comes through your electrical wiring but won't be useful on external magnetic (electrical) fields.

If the noise comes from your wiring it could be due to some kind of heavy machinary that runs between 3pm-11pm.

Do you get electrical interference from your car radio (when tuned to AM)?

I will be curious to find out what the source of the problem is.
