Detailed requirements and price target? For €111, you can get the 
Behringer HA4700 Powerplay, which is one of Behringer's secret weapons 
also accepted in pro studios. 1HU full width rackmount, four channels with 
three outputs each, 2-band EQ per headphone channel, can mix two different 
inputs per channel.
