I took a quick glance at the Echo Pro MIDI implementation, and it
looks like you can do what you want with only program changes.
Appendix A page 2 shows programs 101 through 109 will control Record,
Stop, Play, Overdub, Reverse, and 1/2 speed in various combinations.
 
If this is all you need then the simpler footswitches like the MIDI
Moose may work for you provided that you can make it send
specific program changes on the switches rather than having to 
scroll up and down until you reach them.
 
Appendix A page 3 shows that you can also control the functions
with control changes, but you need a switch that can send
a CC when the switch goes down but NOT when it goes up, 
as many momentary switches do.  I think the FCB can do this.
