Kjaerhus Classic Delay has 5 seconds:

Tweakbench Maelcum has 10: http://www.tweakbench.com/maelcum

Both are free, simple, and easy to use. I switched from the Classic to
the Maelcum for longer delay time, but if you don't need very long
delays, the Classic gives you more flexibility.
