I'm connected - just not receiving anything.

tcpview tells me that winamp has two tcp connections:
38.96.148.22:9030 - established
62.216.251.200:http - close_wait

<search web> 'ICY200 OK' usually indicates that the stream has connected 
successfully.  Firewall might be at play here - but that doesn't explain 
why it was working and then stopped.
