The FC-200 has a "mode" button (the small rectangular black button right
under the display). After powering up the FC-200, hit that button once
to put it into "CC" mode or twice to put it into "Note" mode. Now all
of the pedals on the FC-200 are either sending CC messages or Note
On/Off
messages depending on the mode.

I'm going to assume that you have the manual for the FC-200 because
you are going to have to do some setup work on the foot controller
and it's not obvious how this is done. If you don't, I strongly advise
calling Roland and getting one (you can do this for about $12).

What you do after that depends on whether you want to control the
EDP with CC messages or Note On/Off messages. I use CC messages and
the key there is making sure that all of the pedals are set to
"momentary" meaning they send a value when the pedal is pushed
and another value when the pedal is released.
