Generally, poor people don't have much money.

Was it a blanket dismissal as human beings or as
a market segment?

Disenfranchise: to deny voting rights

Chickenfranchise: to deny molting rights

Poor people (in the U.S.) are not disenfranchised,
convicted felons & children are.
